The Japanese government will implement the Social Security and Tax Number System, called “My Number” from January 2016. It will be initially used for taxation, social security administration and disaster response purposes.
Seminars on My Number have been very popular since the beginning of the year. We hear that the sale of cubicles in office furniture industry have been increased rapidly possibly due to the increased need for secure data management. From market information sourced, it’s clear that most people are still not sure of what’s needed to fully prepare for the implementation of My Number.
PMP will continue to highlight important aspects of My Number in future News Letters.
This time, let us focus on what action HR should take this month.
HR needs to make an announcement to the employees on the “My Number notification card”. The notification card will be sent to the employees’ home address in October. This notification card has each individual’s My Number ID. It is very important for employees to be fully aware that the card will arrive in a simple registered mail, and they should not lose it. The card should be securely stored and kept in good condition.
The announcement from HR should be made to all employees including contractors and temporary staff. It is important to make the first announcement by the end of this month. Further information in respect of My Number can be communicated at a later date. We also advise you to include the following information in the HR announcement:
1.My Number notification card will be posted by simple registered mail to the address on the individual’s resident card (Jyu-min hyo) as of October 5, 2015. The simple registered mail will only be sent to the household head of the family for all the family members who have the same address registered at the ward office.
2.If the individual’s residential address and the address on his/her resident card are different, the individual can receive the notification card by completing the residential registration (moving out & moving in) at the designated ward office by September 25, 2015.
3.For cities that are designated by the government ordinance(政令指定都市), notification cards are expected to be sent out to residents sometime between late October and early November this year.
